️ Tribal Status & Consultation Required per RCW 28A.320.170 / WAC 392-172A-03020 / Centennial Accord
Tribal consultation is REQUIRED before special education referral for students who are members of or eligible for membership in a federally recognized tribe. Consultation must be documented before referral packet can be submitted.
Referral & Documentation
Two-phase special education referral process: prepare and submit the referral package, then track the MDT review and evaluation timeline.
Phase 1 — Referral Preparation & Submission
1Referral Reason & DocumentationNot initiated
Select the referral basis, then generate the referral package before submitting to the MDT.
▶Referral Team Roster
Required roles auto-detected from student characteristics.
2Submit Referral to MDTNot submitted
Submit the completed referral package to the Multidisciplinary Team (MDT). This starts the 25-calendar-day referral review timeline per WAC requirements.
Phase 2 — MDT Review & Special Education Evaluation
Submit the referral package to the MDT in Phase 1 to unlock this section.
Written parent consent is required before a comprehensive evaluation can begin. The evaluation must be completed within 35 school days of receiving consent.
4Evaluation Outcome & EligibilityPending
Record the eligibility determination. When a student qualifies for special education, this will update their IEP status, calculate review dates, and handle any 504 plan transitions.
IEP Eligibility Details
⚠ 504 Plan Transition: This student has an active Section 504 plan. Under IDEA, IEP services supersede 504 accommodations. The 504 plan should be closed with an end date corresponding to the IEP consent date.
Pre-Referral Documentation
